This's a devtools extension to introduce delay or blocking for http requests, based on configuration of URL patterns and delay time

Worked for about 5 minutes and then stopped working, now it does nothing

Works good enough for "before" delays on Edge. Simpler and good enough compared to the "Requestly" and other analytics and big corps-centric alternatives. It works inside DevTools, unlike the other simpler "URL Throttler" extension, so chose depending your needs. Sadly, URLs are forgotten when DevTools is closed it seems (but it's open source).

All I could do with this plugin was --- view this plugin page, manage permissions for read/write site data, remove it, pin/unpin. I didn't actually see anything that this plugin actually did. I can't say it didn't work, because 'it didnt not work' either.
