No subscription required. If you want some quick and easy overlayed annotation on a webpage - this tool will let you do it. However, it is not even remotely sophisticated and you cannot go back and edit any changes you made. Undo is quite frustrating and you cannot move nor resize objects once you release them after initial editing. You can then print or save the webpage to PDF and with you annotations. However, the annotation bar will also get printed at the bottom. There didn't seem to be an easy way to remove it before printing to PDF. Know what you want and what to expect from the tool and you should be satisfied with StaticShot.
